Resolved Question: Does inmate’s mail get read by guards?

Well, I’ve been writing to a really good friend of mine that’s currently in a youth correctional facility in Tillamook, Oregon and I was wondering if the guards and what not read the letters I send to him before they hand it off to him? Do all jails and facility read incoming and outgoing mail? I've heard that some places do read them, but other places just check for drugs or other unsuitable items. I just want to know if THIS facility reads the mail I send in and what would happen if they don't accept the letter I sent to my friend. Would they send it back to me? I was also wondering what things I should and should NOT say to my friend that’s currently in the facility? Like updating him on the situation of his friends, are sexual things allowed to be written in the letters? Not sexual things like, “OH, I want to do this and this to you,” but more like “Oh, remember that survey I had to fill out for you since you were too lazy and it ended up asking what the size of your blah blah blah was?” Would they send the letter back to me if the guards or whatever read this? My friend and I are exceptionally close and we tend to tell each other everything, so I just want to know what I should and should not say in the letters I’ll write to him, especially if I don’t want to get him in trouble.
