Resolved Question: MIP while in a different state?

My boyfriend is 18 years old and he got a minor in possesion in the state of oregon, tillamook county. It says on their websit that The minimum fine is $364 and the maximum fine is $507 and There is a one year driver's license suspension for the first conviction of MIP. This may be lifted after 90 days. Subsequent convictions require a full one year driver's license suspension. My boyfriend has had an MIP before, but in Washington state. So will he be tried like it's his first conviction, since it's his first one in Oregon, or can they use his one he got in Washington against him and require a full one year license suspension?...
